The Adams County Society for the Prevention of Cruelty to Animals (SPCA), is an IRC 501 c-3 non-profit organization that provides shelter and care for lost, abandoned and abused animals, investigates cases of cruelty to animals, recommends the prosecution of persons engaging in animal neglect or cruelty, helps control animal overpopulation and educates the community about spay/neuter programs, animal wellness and safety.

Back in 1976, a small group of dedicated individuals, led by Roy and Jean Thomas, believed that the animals of Adams County deserved compassion, protection, and a second chance. At a time when there was little public support for animal welfare, they founded the Adams County SPCA with the help of friends and family.

The Adams County SPCA is a private, nonprofit organization that receives no federal or state funding. We receive less than 1% of our annual operating budget of $775,700 from Adams County tax revenue. While several local townships and municipalities generously contribute toward the essential services we provide, their support covers only a small portion of our operating costs.

The majority of our funding comes from the generosity of our community through donations, fundraising events, memorial gifts, grants, and bequests. Those contributions make it possible for us to continue caring for approximately 3,500 animals each year, a number that continues to grow as the need for our services increases.

Today, the Adams County SPCA is staffed by five full-time employees, four part-time employees (including our veterinarian), an active Board of Directors, and a dedicated team of volunteers. Together, they work tirelessly to provide shelter, medical care, adoption services, cruelty investigations, low-cost spay/neuter, free TNR (Trap-Neuter-Return)  for residents of Adams County, and other lifesaving programs for the animals and people of Adams County.

Since launching our low-cost spay/neuter program in 2015, the Adams County SPCA has

spayed and neutered more than 35,000 cats and dogs, helping to prevent countless

unwanted litters and reduce pet overpopulation in our community.

In 2024, we expanded those efforts by introducing a free Trap-Neuter-Return (TNR) program

for Adams County residents. Since then, we have sterilized more than 1,600 community cats

at no cost to their caregivers. This proactive program has already had a significant impact,

reducing the number of unwanted cats/kittens entering our shelter while improving the health

and welfare of the community cat colonies.
